Centro Callan Mixed-Use Project Moves Forward

The long-awaited Centro Callan project at 1188 East 14th St. is underway! Demolition has begun at the Martin Group’s Transit-Oriented Development (TOD) project at the northeast corner of East 14th and Davis/Callan.

The project has been in the works since 2015 and includes 197 residential units, two levels of parking, ground floor retail, and a specialty grocer. The long-vacant CVS/Longs Drug location is being transformed into the first true mixed-use project in Downtown San Leandro.

Demolition is expected to be completed by mid-August, after which work can begin on underground improvements and infrastructure. Vertical construction of the building will follow, with estimated completion in 2023.

The Centro Callan project is the culmination of over 15 years of planning, and was identified as a key opportunity development site in the 2007 Downtown TOD Strategy. Development of the site activates a property at this vital Downtown intersection that has been vacant for over 7 years.

The five-story building designed by BDE Architecture will feature a contemporary design with stucco painted white, light grey, and dark blue, wood-look panels, metal screens, and glazed windows.  A public mural will also wrap around the building at Chumalia and East 14th Street. The building will include a mix of studio, one-, two- and three-bedroom units, along with 10 affordable units constructed and a contribution of over $500,000 to the City’s Affordable Housing Trust Fund.

A public plaza will be located at the intersection of East 14th and Callan, a landscaped interior courtyard will include areas for sitting, picnicking and playing games, and a small roof deck will be located on the northwest corner of the building. Tenants will also have access to a dog park and wash facilities, an exercise room, a clubroom, conference rooms and bike and package lockers.

Located within walking distance of goods, services and transit, the building will be designed to mitigate its impact on the environment. Sustainability features include all-electric HVAC and kitchen appliances, solar panels, substantial bike parking spaces, electric vehicle charging stations and car- share spaces within a naturally ventilated parking garage, and electricity sourced from 100% renewable sources. Overall, the project will be designed to CalGreen standard equivalent to LEED Silver designation for sustainability and efficiency in design, construction and operations. All usable construction debris will be recycled.

The project will include substantial interior bike park, exterior bike racks, and improvements to pedestrian and traffic signals in surrounding intersections. They will also be installing bike lanes on surrounding streets to create a complete “bikeway” from the project to the San Leandro BART station.

The project will bring economic benefits to the community, including increased sales and property taxes and over $5 Million in development impact fees. The developer will be investing over $100 Million in the building of the project, in addition to the costs of acquisition of the properties on the site, which include the former UPEC (Portuguese Union of the State of California) buildings, CVS building, and city-owned parking lot.

During construction, a covered pedestrian path on E. 14th will be open and there will be periodic closures of adjacent streets and pedestrian paths during both demolition and construction to ensure the public’s safety.     I personally think it’s a terrible location for this building. I live across the street from the library, on Callan, and almost all parking on Callan has a time limit of 2 hours or is metered, so where do they plan on having all the overflow of cars, park? Yes it says it has a parking lot but I’m sure like all apartments each unit will only get 1 assigned parking space. The parking garage they built on Callan/Estudillo is just a waste of good parking, only a handful of cars park in it due to the city charging to park there. Which I find odd because the area right around it is mostly residential, other then the shopping center which has free parking for customers,for the time being. I’ve only lived in San Leandro a couple years but I find it strange to see a town try and charge for every parking space they possibly can in a area that doesn’t have alot to offer other then your basic everyday grocery stores and a handful of restaurants. Yet dont charge for parking in the areas with alot of retail shopping or high end restaurants.
