Help Shape How Federal Funds are Used to Support Community Needs
Residents and stakeholders are invited to provide feedback on the 2025-2029 Community Development Block Grant (CDBG) Five-Year Consolidated Plan which will determine how funds will be used to address community needs. A series of public meetings will be held, beginning with a virtual meeting at 2PM on Tuesday, January 21st.
The 2025-2029 Community Development Block Grant Five-Year Consolidated Plan (Consolidated Plan) will guide how the City invests federal funds in housing, community development, and public services. The Consolidated Plan will have a direct impact on programs that support affordable housing, homelessness prevention, infrastructure improvements, and essential services for residents.
The City is committed to creating vibrant, inclusive neighborhoods where everyone can thrive. As we plan for the next five years, we need your participation to ensure that our community’s housing, social services, recreation programs and facilities and infrastructure needs are fully understood and addressed. Together, we can create solutions that help everyone access safe and affordable housing, and supportive services to create strong neighborhoods.
By participating, you help shape the Plan’s priority needs and goals and set a path for spending future federal funding. The City will receive an estimated $3.9 million in federal funds from the U.S. Department of Housing and Urban Development (HUD) over the next five years. HUD requires all projects, activities, and programs to benefit low- and moderate-income residents. Eligible activities broadly include:
- Housing preservation and new affordable housing
- Critical community and social services
- Economic development activities and programs
- Public infrastructure and community facility improvements

2. March 26, 2025: Human Services Commission Public Meeting (in-person), 7:00 PM, in the Sister Cities Gallery at City Hall, 835 East 14th Street (funding recommendations will be presented regarding the City’s FY 2025-2026 and FY 2026-2027 CDBG Public Service grants and the City’s FY 2025-2026 and FY 2026-2027 Community Assistance Program grants)
3. April 4 through May 4, 2025: 2025-2029 Consolidated Plan 30-Day Public Comment Period
4. May 5, 2025: Public Hearing, 7:00 PM, Council Chambers at City Hall, 835 East 14th Street
