Loro Landing – San Leandro’s Newest Affordable Housing – Prepares to Welcome Tenants

San Leandro’s newest affordable housing project – Loro Landing (formerly known as Parrott Street Apartments) – is preparing to welcome its tenants! After over 5 years of work on the project, nonprofit affordable housing developer, Eden Housing, is finalizing construction of 62 affordable units at 1604 San Leandro Boulevard (Parrott St).

Loro Landing will provide homes to households that are in threat of being priced out of the housing market, and will set aside a number of units for homeless, individuals with disabilities, and lower-income veterans. This is the second affordable housing project in Downtown San Leandro in recent years, following completion of the Marea Alta/La Vereda project, which brought 200 affordable housing units targeted to families and seniors to San Leandro Blvd. and West Juana Ave.

In January, 2017, the City of San Leandro committed $5 million in local affordable housing funds to this over $30 million project, which Eden leveraged to finalize its financing and begin construction. Despite challenges including the pandemic, supply chain delays and rising costs for materials and labor, the project was under construction throughout 2020 and 2021, and received it’s Temporary Certificate of Occupancy from the City in February 2022.

This affordable housing project is highly anticipated, and the tenancy lottery took place in the fall of 2020 resulting in approximately 4,000 applications for 30 units. The application process for these 30 units is closed, and Eden is in the process of leasing these units to eligible households. Another 31 units are earmarked for Home Stretch placement. An initiative of Everyone Home (a movement to end homelessness in Alameda County), Home Stretch matches households to Alameda County’s Permanent Supportive Housing for people who meet certain eligibility criteria. The remaining unit is reserved for the Loro Landing property manager.

The development consists of a 5-story building with 22 studio apartments, 22 one-bedroom units, and 18 two-bedroom units. Amenities for residents include an outdoor courtyard, a community room for residents, vegetable planters, and a computer room. Eden Housing hopes to invite tenants to move in this Spring.

    I hope there will be a good property management company taking care of this property and its tenants long term, unlike many other similar projects in the Bay Area.
